As the unofficial 'Mess intel officer, I'm ashamed to say I haven't heard one bit of wave 12 scoop/gossip/rumor.  We all pretty much know what the alleged waves 10 and 11 are.  And Toy Guru says we will see three full waves of six inch figures at SDCC.  So it's either wave 12 or the Public Enemies wave that's been rmored recently.

Word on the street is that Wave 12 will contain figures, probably seven, and some variants. Also you'll be able to build the parts packaged with the figures into a bigger figure. Cheesy

But seriously, I heard Desaad in was Wave 12. Can't remember where.

I have also heard Desaad for wave 12.  But a lot of the stuff I heard has changed already, so who knows?   
I also heard for wave 12, a member of the Marvel Family, and a charter member of the JSA.
But again, take that with salt.

Makes sense; between the Gentleman Ghost/Joker base and how well patriotic characters do on the shelf (best explanation for Commander Steel making the cut), Sam seems like a certainty, behind only the A-listers.
