Yup. It's similar to Marvel and DC having to feature a character on a cover at least once every few years or so to protect the copyright. If they just copyright and trademark the name, they can be challenged as just squatting on it preventing a competitor from making legitimate use of the name. Using it on packaging gives them some degree of legal claim to it they wouldn't otherwise have.

It's a big part of why Hasbro recycles so many names for their Transformers and GI Joe product now; got to protect the IP. They almost lost the rights to names like Megatron and Shockwave by not guarding the IP closely enough. Now even if there's no toy of the specific character, the name gets used for *something*.

Castaspella is tied with Glimmer at the top of my want list now that Frosta is on her way, so I'm very happy about this.  Toy Spin Doctor can say what he wants, but this is absolutely a leak of what's currently in the pipeline.

Rumor I've heard is that Sweet Bea has been sculpted for a long time but got pulled off of the schedule indefinitely BUT Castaspella might be coming up (not next though)

Not by Mattel, it can't.  Mattel can't use any of their DC sculpts in other lines plus Scott has said the chair is too small.  I do wish the dial was removable on the chair.

Now if you are asking if a customizer can do it, that is debatable.  I figure it is probably close enough to work but far enough off that I wouldnt be interested.
